    This game marks the first appearance of the much loved Teenage Mutant Ninja Turtles in a home console video game. The iconic box art, created by Michael Dooney of Mirage Studios, was originally featured on the second printing of Teenage Mutant Ninja Turtles #4 (Spring 1987). Dooney would later lend his talents to another NES game, Teenage Mutant Ninja Turtles III: The Manhattan Project. The game was published and developed by Konami's shell corporation, Ultra, in an effort to accommodate Nintendo of America's licensing rules at the time which limited third party developers to producing a maximum of five games per year.
