    Oscar Cesare The Mill and Health Department Investigation Editorial Comics Illustrations Original Art Group of 2 (c. 1910s-20s). The incumbent issues of a bygone day are long forgotten, but Cesare's attunement to timeless, cyclical social concerns remains relevant. The great editorialist depicts the NYC Mayor's office as a bag of hot air, here, and there, razzes the Legislature (New York State, presumably) for burying the populace in an impossible volume of new bills. Splendid metaphorical work from a prolific master of political commentary. Both are undocumented as to publishing pedigree. An engraving order and marginal notes suggest daily-paper presentation, and a hand-lettered "Hearst" note (on the Mayor's desk) indicates an anti-Hearst Corp. publication, probably the Pulitzer-owned New York World. (Cesare's longtime home base was The Saturday Evening Post.) Drybrush ink over graphite on moderately toned Bristol board. Image areas, 11" x 17' and 14.5" x 20". Handling wear and one ragged edge. Very Good condition.
