This legendary Pokémon is so powerful that it is the master of Kanto's three legendary bird Pokémon and is often considered to be Ho-Oh's polar opposite! Lugia is no stranger to the spotlight as it is featured on the covers of Pokémon Silver, Pokémon XD: Gale of Darkness, and Pokémon Soul Silver. The card is the most popular in the Neo Genesis set, which introduced Generation II Pokémon to the TCG. The artwork is done by Hironobu Yoshida.
