Alex Schomburg did the Nazi War cover, with interior art being provided by Carl Burgos, Bill Everett, and Joe Simon. The introduction of Toro is also right here. The Falcon, The Fiery Mask, Mantor the Magician, and Microman make their only appearances inside, and the origins of the Human Torch and Sub-Mariner are told in a text story.
