That Chuckling Charlatan, the Prankster, is back, and this time his scheme involves manipulating stock prices... unless Superman can turn the tables, natch. In addition to the Superman story, this issue has a Congo Bill yarn and a Mort Meskin-drawn Vigilante tale. The cover, also featuring the Prankster, is by Wayne Boring.
