It looks like the pilfering Prankster is having second thoughts about messing with funny money on the Superman cover by Wayne Boring. This is the highest-graded example of the issue on CGC's current census. Stan Kaye and George Roussos contributed interior art. Overstreet 2021 NM- 9.2 value = $1,550.
