Synopsis: Released from prison, the Penguin pledges to go straight and sets up a bird refuge, but Batman doesn't believe him. Batman and Robin follow the Penguin and stop him as he goes to a bank, a jewel importer, a metal refinery, a night club, and a curio shop, but in all cases it turns out Penguin is there not to rob, but to return items previously stolen by him. However, Batman soon discovers that the items returned are key to the Penguin's latest scheme.
