The skull, hooded cultist cover by Joe Simon and Jack Kirby features yet another Bucky rescue, this time from the black hand of the Black Talon, by none other than our hero, Captain America. Hurricane and Father Time are featured in backup stories, with Simon, Kirby, Charles Nicholas, and Al Avison providing interior art.
