Yes, it's this issue right here, and the vignette with his masked face is the first time the character was seen on a cover. The story reprints Will Eisner's very first Spirit newspaper section. Of course, Jack Cole's Plastic Man appears in these pages too, as does Arthur Peddy's Phantom Lady. Overstreet 2006 VF 8.0 value = $1,481. CGC census 2/06: 3 in 8.0, 3 higher.
