Part II of the origin and the second appearance of the Spectre, who appears in costume for the first time in the lead story. A bondage cover wraps art by Bob Kane and Bernard Baily for this book that's currently listed in the #40 spot on Overstreet's Top 100 Golden Age Comics. Gerber's Photo-Journal Guide to Comic Books rates the issue an "8" or "rare" on their Scarcity Index.
