Action Comics #48 (DC, 1942) CGC VF+ 8.5 White pages. Superman is featured in a great Japanese War cover by Fred Ray. The interior art is by Ray, Bernard Baily, John Sikela, and Mort Meskin. Only two other copies have received a higher grade from CGC to date, both VF/NM 9.0. Overstreet 2016 VF 8.0 value = $1,818; VF/NM 9.0 value = $3,109. CGC census 11/16: 2 in 8.5, 2 higher.
